JFIRE
MULTI-SERVICE TACTICS, TECHNIQUES, AND PROCEDURES FOR THE JOINT APPLICATION
OF FIREPOWER
JFIRE is a pocket-size, quick-reference guide for requesting fire support
use in accordance with approved joint tactics, techniques, and procedures.
JFIRE contains calls for fire, joint air attack team (JAAT) techniques, a
format for joint air strike requests, close air support (CAS) coordination
and planning procedures, communications architecture and weapons data.
JFIRE applies to the tactical and special operating forces of the Army, Navy,
USMC, and Air Force. It is a United States (US) unilateral-only document,
but includes some North Atlantic Treaty Organization (NATO) formats where
appropriate. Information in JFIRE has been extracted from existing Service
directives. It is primarily intended for use by members of battalion and
squadron-level combat units.

Unite Ireland Forum Invites Irish America To Speak
A forum to open a dialogue among Irish Americans about how best to unite
Ireland will be held this Saturday, June 13, 2009 starting at 12:30 p.m.
at the Hilton Hotel, 1335 Avenue of the Americas at West 53rd Street in midtown
Manhattan.
Sinn Fein, an Irish republican party, is organizing the event. Sinn Fein
President Gerry Adams MP will serve as host.
The theme of the forum is "United Ireland - How Do We Get There?"
"Irish America has played a significant role in securing the peace process,"
Adams said. "The next important task is unity."
Adams said he hoped the ideas, proposals and plans presented at the forum
propel the issue of Irish unification into the forefront of discussion in
Irish America and the Irish diaspora across the world.
"We wish to raise awareness among Irish Americans that the time has come
to end the partition of Ireland and construct a new national democracy, a
new republic on the island of Ireland," Adams said. "We seek a united, sovereign
nation that reconciles nationalists and unionists and guarantees equal rights
and equal opportunities for all. We want to bring people together and change
their lives for the better."
Joining Adams at the forum will be four keynote speakers. They include: author
Pete Hamill, former Lebanon hostage and broadcaster Brian Keenan, University
of Pennsylvania professor Brendan O'Leary and the president of the Laborers
International Union of North America Terence O'Sullivan.
Organizations participating in the forum include: the Ancient Order of
Hibernians, the Irish National Caucus, Irish Northern Aid, the Irish American
Unity Conference, the Brehon Law Society, the United Irish Counties Association
and others.
Adams will host a second forum on June 27 in San Francisco.

National Archives Appoints Miriam Nisbet as Director of the Office of
Government Information Services
Washington, DC. Acting Archivist of the United States Adrienne Thomas announced
today the appointment of Miriam Nisbet as the director of the Office of
Government Information Services (OGIS) within the National Archives and Records
Administration. OGIS, an organization newly established under the OPEN Government
Act of 2007, will provide policy guidance and mediation services for FOIA
activities government-wide.
The OGIS Director is responsible for reviewing policies and procedures of
administrative agencies under the Freedom of Information Act (FOIA); reviewing
compliance with FOIA by administrative agencies; and recommending policy
changes to Congress and the President to improve the administration of FOIA.
The Director also is responsible for offering mediation services to resolve
disputes between persons making FOIA requests and administrative agencies,
and may issue advisory opinions if mediation has not resolved the dispute. |

A NEW HISTORY OF THE NATIONAL SECURITY AGENCY
"The
Secret Sentry" by Matthew Aid is a comprehensive new history of the
National Security Agency, from its origins in World War II through its Cold
War successes, failures and scandals up until the present. Aid, an independent
historian who is also a visiting fellow at the National Security Archive,
has synthesized a tremendous amount of research into a narrative that is
highly readable and sometimes gripping. All of the familiar stops are there,
including the Truman memo of 1952 that established the Agency, the Gulf of
Tonkin incident, KAL 007, 9/11 and on to today.
But the book also includes quite a bit of unfamiliar historical material,
and almost any reader is likely to discover something new and interesting.
I learned, for example, that a few months after seizing the USS Pueblo
in 1968, North Korea published a book in French containing the full text
of many captured NSA documents, some of which, Mr. Aid says, are still considered
to be classified today (p. 142).

What will make The Secret Sentry indispensable to researchers are
its nearly one hundred pages of endnotes, which constitute a unique finding
aid to the most current archival releases, internal agency histories, and
other valuable records. Some of the documents gathered by Mr. Aid in the
course of his decades of research later vanished from public stacks at the
National Archives, prompting him to realize that some government agencies
were silently -- and often improperly -- reclassifying declassified records.
Portions of those now inaccessible records have been integrated into this
new history.
Inevitably, the book contains some minor errors. Mr. Aid repeats an assertion
by the 9/11 Commission that Osama bin Laden was alerted to NSA monitoring
of his satellite phone as the result of a 1998 news story that appeared in
the Washington Times (p. 383, note 69). But he neglects to note that
this assertion has been effectively refuted. (See, e.g., "File the Bin Laden
Phone Leak Under 'Urban Myths'" by Glenn Kessler, Washington Post,
December 22, 2005.)
The author is generous in his citations to the leading authors in the
intelligence field, from David Wise and David Kahn to Seymour Hersh and Jeffrey
Richelson and other less celebrated writers -- with one strange and disconcerting
exception. There is not a single reference in the entire book to James Bamford,
whose 1983 book The Puzzle Palace, among others, blazed the trail
that The Secret Sentry follows. Perhaps Mr. Aid felt it was necessary
to ignore Mr. Bamford so as not to be constantly agreeing or disagreeing
with him, and confirming or disputing his accounts. If that is the case,
he ought to have said so.

Blackwater employees have appraently tried to get rid of the weapons that
they have used in the 2007 shootings in Baghdad by smuggling them through
a cutout to the US. It also interesting that Blackwater apparently has used
weapons in the shootings, that they had previously confiscated from insurgents.
